L’état policier, l’austérité de nos libertés !
Les politiques d’austérité touchent l’ensemble de la population, plus
particulièrement, et plus durement, les personnes démunies de notre
système. L’austérité est directement due au fait que nos élites politiques
travaillent fort pour enrichir des compagnies privées choisies, en échange
de financement, services, pression ou marchandage des lobbys… Les Lois
spéciales sur les grèves et le code du travail sont des outils mis en
place, soit pour éviter d’investir de l’argent dans les demandes de
certains groupes, soit pour aider le patronat à contrôler les moyens de
revendications des employé-e-s en restreignant le droit de grève afin de
préserver la paix sociale(1). Plus nos gouvernements coupent dans les fonds
destinés à aider la population, plus ils adoptent des lois liberticides,
plus ils investissent d’argent en effectifs policiers et en « technologies
policières »(2) (ce qui consiste à avoir des plus gros guns, des plus gros
chars, pis du gaz en masse) pour être sûr de pouvoir faire respecter leurs
lois débiles et répressives. Nous tendons hélas vers un état policier.
La brutalité policière a plusieurs visages. La violence physique est sans
doute la plus visible et souvent la plus saisissante. Nous pouvons penser à
ce père de famille de Châteauguay sans antécédent criminel, intercepté par
la police pour avoir utilisé ses feux de détresse sans motif valable, qui
s’est fait asperger de poivre de Cayenne alors qu’il se trouvait dans sa
voiture avec ses enfants (3). Le cas de cet homme est un exemple parmi tant
d’autres: rage au volant(4), coude cassé pour une ceinture de sécurité non
mise dans un taxi(5), répression politique dans les manifestations(6), Mme
Villanueva, qui pleure encore son fils, le cœur rempli d’indignation et de
colère(7)... Rappelons-nous aussi que des agents de police en civil et
masqués ont essayé d’infiltrer une manifestation le 18 décembre dernier à
Montréal. Ces agents ont fait preuve d’une grande violence physique et
psychologique à l’égard des manifestants-es qui les avaient rapidement
découverts, l’un d’eux allant même jusqu’à pointer dangereusement son arme
à feu sur certains-es manifestant-e-s. Fidèle à lui-même, Ian Lafrenière,
porc-parole du SPVM, donnera ensuite des informations erronées, jouera avec
les mots et mentira pour protéger l’image des policier-e-s de Montréal(8).
Et il ne faudrait surtout pas passer sous silence les 102 personnes
afro-américaines tuées par la police au États-Unis seulement en 2015 qui
mets en relief le profilage racial sous toute sa forme qui vivent les
personnes racisées chez nos voisins du Sud et ici au Nord.
Très souvent, quand il y a relation de pouvoir, il y a abus. Les
policier-e-s n’échappent pas à ces relations de pouvoir malsaines. Les
dénonciations d’agressions physiques et sexuelles de la part de flics en
service sur des femmes autochtones de Val-D’Or et d’autres villes du Québec
illustrent les graves ravages de cette culture de pouvoir et d’abus. Le
directeur général de la SQ tente toutefois de minimiser les faits en
affirmant qu’il n’y a pas de crise à Val-D’Or(9).
À cela se rajoute le fait que, l’impunité policière n’est plus à prouver.
Un simple regard aux performances du comité de déontologie policière et du
Directeur des poursuites criminelles et pénales nous permet de le
constater. Les policier-e-s qui perdent leur emploi sont rares et les
incohérences dans l’application des sanctions sont nombreuses, devenant
ainsi une invitation au policier-e-s de continuer d’exercer des abus et de
la brutalité.
La brutalité policière n’est que la pointe de l’iceberg des procédures
abusives de la police, dont tout le monde peut être la cible. Par le
profilage (racial, social, politique), certaines personnes subissent au
quotidien harcèlement, intimidation et humiliation de la part des
policier-e-s. Par l’utilisation de règlements municipaux, ce sont des
centaines de personnes qui se sont vus brimer leurs droits à la liberté
d’expression ; heureusement les victoires contre P6 et 500.1 nous
rappellent qu’il est important de ne pas se laisser intimider par ces dits
règlements.
Plusieurs actions, graffitis, textes, mises en scène, prouvent
l’exaspération que la police provoque chez les gens. Par exemple, ce
mannequin déguisé en police qui a été pendu à un viaduc avec une lettre de
suicide le 15 mars 2015. Dans le cadre de la 20e journée internationale
contre la brutalité policière, le COBP vous invite à participer aux
différents événements organisés au cour de la semaine contre la brutalité
policière.
Un BBQ organisé par IWW Montréal aura lieu le mardi, 15 mars au parc
Lafontaine, coin Garnier et Rachel à 17h. Le lieu est choisi de façon à
accueillir les familles et les gens de différents milieux qui souhaitent se
joindre à nous pour s’exprimer sur la brutalité et la répression policière.
La journée sera clôturée par la manifestation contre la brutalité
policière, qui débutera au même endroit, à 20h. Bienvenue à toutes et à

POLICE STATE, AUSTERITY FOR OUR CIVIL LIBERTIES
Austerity measures impact most of the population. Disproportionately, the
least fortunate amongst us are the first to feel the effects of these
measures. Austerity is directly caused by our political elites working to
profit their allies, private corporations and multinational lobbyists. All
this is done in an attempt to negotiate financing, services, set up deals
or pleasing lobbyists from across the political arena...
“Special” and Draconian anti-strike laws, the general plethora of fatly and
lacking labor codes are established tools to dodge having to invest money
into working folk and other likeminded groups, in order to take the side of
bosses and help them control workers' demands by limiting their ability to
strike! On the heels of this, the government rushes to slash the funding of
programs aimed at helping the population, unemployment assistance,
accessibility to healthcare, education, just to name a few... Instead, they
decide to forge laws untangling social safety nets, dismantling our civil
liberties, and investing in police, citizen repression, and technology
aimed at controlling and monitoring civilians,
This all means, cops get big guns, big armored cars, lot's of gas, and a
lot of legal power,
all in the effort to force us to respect their ridiculous and repressive
laws.
These are the first steps towards a police state.
Police Brutality has many faces. Without a doubt, physical violence being
one of the most noticeable, and striking aspect of it. We can think back to
the family man, a man of color in chateauguay with no previous legal
antecedents, stopped by the chateauguay police for having his hazard lights
on. How he and his children, of which he was bringing to school that day,
were assaulted by the police, doused in pepper spray, for nothing more than
the color of his skin...
Let us not forget that his case is nothing but one amongst countless others.
A flurry of broken bones, ruined lives, trauma, political, racial and
gender repression. Let us not forget Mrs. Villanueva, still mourning her
dead son, her heart full of indignation and anger...
Let us not forget the undercover agents, dressed as civilians and masked.
On the 18th of December, these agents conspired to harm and entrap peaceful
protesters, going so far as to send someone to the hospital, another
pulling his firearm on a crowd of marching citizens.
With all of this, the SPVM's spokesperson, Ian Lafrenière, would later give
us false, erroneous information, going so far as to lie to protect the
image of Montreal Police officers...
Let us certainly not forget that, or pass into silence, the 102 people of
color whom died in 2015 by hands of American police officers.
These are just symptoms of a greater issue, racial profiling and
institutional racism is alive and well, whether in America, or here in the
North. May those who have passed rest in power.
Often times, when there is a dynamic of power and authority, there are
those willing to abuse of it.
Police officers are not exempt from this somber and dangerous reality.
When the indigenous women of Val-D'or in Quebec and others across the
province and the country callout police officers for physical or sexual
violence they have committed, we are consistently reminded about that
overbearing authority. No sooner did the women of Val-D'or act against
their police aggressors did we see the head of the SQ attempt to pacify and
sweep the situation under the rug.
He says there is no crisis in Val-D'or, the community there says
otherwise...
In their eyes, police officers can do no harm. Professionalism leaves way
to impunity.
One needs simply look at the performances of Professional Ethics committee,
rare are police officers sanctioned or reprimanded, rarer still are they
fired. This simply shows other police officers that misconduct, abuse, and
brutality is the norm.
Police brutality is just the tip of the iceberg of rampant and abusive
police oppression.
Anyone can become a target of police oppression or brutality, whether
racially, socially or politically.
Some of us live our daily lives constantly harassed, intimidated and
humiliated by the police, municipal laws used as tools for silencing our
freedom of speech, removing us from our civil liberties and rights and
subduing us to the authority of armed thugs.
Thankfully, we are reminded that when we organize, victory can be achieved.
The legal battles against p6 and 500.1 respectively remind us of that.
We can never be silenced.
Graffiti, texts, theatrical pieces, and direct action are all forms of
social expression folks have been using to show their exasperation with an
abusive and repressive police force. Let's take for example the mannequin
hung from an overpass, dressed to look like a police officer with a suicide
note pinned to it's jacket on the 15th of march 2015...
On this 20th Anniversary of the International Day Against Police Brutality,
the COBP invites you to participate to the various activities organized all
throughout the week!
The IWW-SITT Montreal will be organizing a BBQ on the 15th at Parc
Lafontaine at 5pm.
You can find them at the corner of Garnier and Rachel.
The location was chosen to be accessible towards families and all
communities interested in discussing the issue of police brutality,
austerity and generally try and make a good day of it.
To close the day, the annual anti-police brutality demonstration will begin
at the same spot (Garnier and Rachel) at 8PM
